Civica: A Digital Permitting & Licensing Portal for City Government
A digital permitting and licensing portal that cut average permit approval time by 58% and moved a mid-size city government off paper-based applications entirely.
The Problem
Civica Gov Partners, the shared community development and permitting authority serving a mid-size city and its surrounding townships, had run permitting and licensing entirely on paper for decades. Residents and contractors applying for a building permit, zoning variance, or business license had to visit the permit office in person, fill out physical forms, and wait while staff manually routed paper applications between the planning, fire, and public works departments for sequential — rather than parallel — review, often taking six to eight weeks for a straightforward residential permit.
Payment required a separate in-person visit or mailed check, applicants had no way to check status without calling or visiting in person, and staff spent a substantial share of each day on manual data entry transferring paper application details into Civica's aging permit-tracking database. Civica's own analysis found that a meaningful share of applications were delayed simply due to incomplete forms discovered only after in-person submission — a problem an online system with built-in validation could largely prevent.
The Solution
TechNova built Civica a citizen-facing permitting portal on React and Node.js, hosted in AWS GovCloud to meet the agency's data residency and security requirements. The application flow was redesigned around parallel rather than sequential department review: submissions automatically route to planning, fire, and public works simultaneously, with each department's status and comments visible to the applicant in one place instead of learning of an issue from only one department at a time after weeks of waiting.
A GIS-based zoning and parcel lookup, integrated directly into the application form, auto-populates zoning classification and prior permit history for a given address, catching many eligibility issues before submission rather than after. Online fee payment through Stripe reconciles automatically against Civica's finance system, eliminating a manual reconciliation process staff previously performed by hand. For inspectors, we built a companion mobile app with digital inspection checklists and scheduling, replacing paper inspection forms that had to be manually filed back at the office after each site visit.
Civica ran a public information campaign alongside the technical rollout, and TechNova supported a transition period where paper applications were still accepted while staff and residents adjusted, phasing them out entirely once online adoption passed 85%.
Results
Average permit approval time fell 58%, driven primarily by parallel department review replacing the old sequential handoff process, and 91% of applications are now submitted online rather than in person, a dramatic shift for a process that had been entirely paper-based. In-person visits to the permit office dropped by two-thirds, freeing front-counter staff to help applicants with more complex cases instead of processing routine paperwork.
The GIS-integrated validation at submission time also cut resubmissions due to application errors nearly in half, and staff time previously spent on manual data entry dropped by 71%, redirected toward plan review and inspection work. The city has since cited the permitting portal as a model for two additional digital services initiatives now in planning.
